Over 370,000 of our nation's children are abducted each year. Thousands of our defenseless children are internationally abducted. Too many of them are never returned. They never come home. They can't. They are gone forever.
The overwhelming majority of parents who have experienced having their child stolen never anticipated this crime from entering their or their child's lives.
Today, and through the herculian efforts of one mother's efforts, Ms. Carolyn Ann Vlk, The State of Florida has a very real opportunity of passing the CHILD ABDUCTION PREVENTION ACT (CAPA), which is presently in committee at both the Senate and House level.
Relentless children's advocate Senator Eleanor Sobel and the indefitigable voice of our children, Representative Darryl Rouson, have sponsored adjoining bills in Florida's Legislature. In the Senate, the bill is SB1862. In the House of Representatives, the bill is HB787.
Florida Senate’s SB1862 and Florida’s House of Representatives adjoining bill (HB787), if passed, will amend Florida Statute §61.45 by adding certain risk factors of child abduction and provides a list of preventative measures a judge may use to prevent these abductions from occurring. Inclusion of these provisions will strengthen Florida’s weak law and bring it into conformity with the Uniform Child Abduction Prevention Act (UPACA), which has been enacted by ten states.
